Why am I receiving halftime payment for a child who has been attending fulltime?
Clients are approved based on their work/school or training hours. If a parent is approved for Halftime, they will need to pay the difference.
Do all clients pay a client fee?
Not all scholarships have a client fee. Client fees range between $0 and $20 based on income and household size. All connection letters will indicate if a client fee is being charged. Note: anything not covered by the Child Care Scholarship Program is the client’s responsibility to pay.
How often can a rate increase be submitted?
Provider rates may be increased once per year. Please submit rate forms to: providerrateforms@dss.sc.gov.
When will my rate increase go into effect?
Rates are processed in the order they are received. The effective date is based on the previous year, i.e. May 2024 the next increase will be May 2025, and the last date of the processed SVL.
Why is The Child Care Scholarship Program not covering the full amount our program charges clients?
Each center has a maximum allowable rate based on ABC Quality rating. The Child Care Scholarship Program will cover only the maximum allowable rate which can be different from what a provider is charging. Clients are responsible for the difference in what the Child Care Scholarship Program pays and what the provider charges.

Do I have any recourse when the parent is refusing to pay the difference between what the Child Care Scholarship Program covers and the full amount the provider charges?
Collecting the amount owed will depend on the providers business policy & procedures that were given to the client to sign and follow. The Child Care Scholarship Program assumes no responsibility in the collection of fees.
Will I be paid for all holidays even though the client(s) were not charged?
Yes, holiday weeks will be paid.
Should I continue to track hours or mark the children present or absent for attendance record purposes?
Yes. While prospective payments are enrollment based, attendance records should be kept for programs such as Licensing and CACFP.
As a provider/child care owner, can my child, who is a Child Care Scholarship Program recipient, attend my facility?
No. Your child will have to attend a different facility to use the scholarship.
